I think I remember seeing something about a program being included in the recent update to close problem PO's (ones that show receivers, but can't be closed normally). Did this happen? We have a few in our system that fit that category.

There are 2 utilities that can be run at UT-A - RNIFIX and POKFIX (and in Evo, you need the ".RUN" after the program name.) They do slightly different things but are both related to cleaning up the RNI report.

should these just be run in case you have a problem or do you need to have a problem 1st

If the PO-I-F report has things on it that have been paid and shouldn't be there, try these first.
