Is there a report in Evo that will tell me the RMA's associated with specific return codes.

So for example, I have set up a return code for items that were shipped incorrectly. At the end
of each month I want to see how many RMA's that have been returned to us are due
to incorrectly shipped items.

There is not any built-in report that I know of. You would need to create a Crystal Report to do what you are looking for.
