We have a form that the production floor fills out when they are missing parts in there kit to build a system.  A new problem has just started to happen.  For example:  
 
 
 
WO 123-123
 
           WO calls for 10 C9001-001
 
                       If we issue 5 C9001-001 (via List not Kit issue)to the WO
 
                                   All 10 gets issued as well as ALL other parts on the WO
