SO Header Location does not overide line item loc

I think that I am missing something here but If I have a SO where the location on the header says "loc1" and the line item location says "loc2", when I release the SO and post the invoice why does the OH of "loc2" decrese. Should not the header location override the line item location, or what is the purpose of having the location in the header and the line item??

Header Loc is the default loc when adding lines.. it will initially populate with the header loc, but if you change it on the line level then that is where it will pull from.
