I have an ongoing issue with EVO. We have 20 user licenses. Yet when I have 12 0r 13 users in the system, EVO doesn't allow any one else into the system saying we don't have enough licenses.  
Last night I needed to update some part number, which I do after hours so not to disturb anyone, the users screen showed the same user in 12 times in 4 different screens. This wouldn't be a big issue if it had been true but that user had gone home and her computer was turned off.  
I also use a program called ShareWatch  in windows and I can see every file in use and who has it open. Yesterday I showed 13 users with open files on the EVO server and yet EVO said it was out of licenses. This morning, the users screen showed one user in the system who wasn't in. She closed out of everything and even shut down her computer and EVO still had her logged into a module needed by other users.  
The only fix I have for this is to ask everyone to close out of EVO and reboot the server. I need a better solution.

We generally don't have this problem.....but we may have a roughly associated one.
We have users who show up in the EVO users screen but not on the Pervasive monitor and vise versa.  It is only one or two, but I have to check both to make sure all users are out of the system. Somewhat annoying.

The Pervasive Monitor is the best way of seeing who is actually logged in. Look at the USERS.B file, especially. The Evo "Users" list is not good at keeping up with who is using what. If a user uses the X instead of the Exit button to leave an Evo screen the session can stay in the Users list forever. However, the Users list is not a list of licenses in use. The number of USERS.B files open in Pervasive Monitor will tell you your Evo license count.
 
With the Monitor you can disconnect users without rebooting. If a user has a blue screen or just kills power to their computer they may remain connected to Pervasive and Evo. If you are sure they are not connected then you can delete the user in the Monitor and reclaim the license for both Evo and Pervasive.
 
BTW, are you running out of Evo licenses or Pervasive licenses? What is the text of the pop-up?

I have more information on the issue. Using the Microkernel monitor I show users in 2 or 3 times on some occasions. I tested this out and found out it uses more than one license per user when printing a report out of EVO.  
I had the monitor open to see what would happen. I logged on to EVO and it showed one license used. The moment I went in to print a serial history report it showed a second license being used by my station. I closed the screen and back to one license.
I asked our purchasing agent what she was doing when it showed she was using 3 licenses. She was converting RFQs to POs. The moment she stopped and when back to the menu it showed only one license used.  
It seems to me it's counting one license for every windows open in EVO but I'm not sure that would be accurate. One person was in the inventory inquiry screen and it shows only one license. The microkernel monitor shows licenses by the windows log-on name not the actual EVO user ID.
 
BTW I'm running out of EVO licenses. We have 100 pervasive licenses. The message we get is:
 
"You are attempting to use More Licenses then you have purchased from ISTECHSUPPORT. Please contact sales@istechsupport.com to update your License. (4)"

You cannot see Evo licenses in use in the microkernal Resource Usage screen.  
 
Look in Active Files, click on the "USERS.B" file near the bottom of the listing on the left, then count the number of users in the right-hand window. If a user name appears twice in that window then they may be using two Evo licenses. If so, have them log out of Evo and delete the user as I mentioned above.
 
In Evo, if you click on Help > About from the top tool bar, does it show "Evo Seats: 20"?

I'll keep on eye on the users.b file and the number of users. And Yes it does say EVO Seats: 20 DC Seats: 0
I'll let you know what it says.

I had an idea last night on my way home about the users.b file and the windows logons listed.  
Am I right to think the users listed here determine the number of licenses used?
If there is a user listed several times does it lock out the licensing?

The Evo license counter counts the number of open USERS.B files. When you try to log in to Evo (or DBA) the software counts them and compares that to your licenses. If there are more licenses than USERS.B files open then it allows log in. If not, it gives you that error.
 
[NOTE: I'm sure it is not quite that simple, but working on this assumption has never steered me wrong. We have 60+ users and only 28 Evo licenses, so I work with this problem VERY often.]

OK that makes sense.  I was just wondering if it saw the same windows log-on user several times if it locks out the number of licenses. Yesterday I had 15 users logged in and it said we were out of licenses. now I had one "user" several times on the list. This is a generic user account our production people use for logging in to windows. I have 5 "floor" computers for the sole purpose of entering production. If our workers all go to enter their data at the same time it could see the generic user on the list 5 times due to 5 computer using the same windows log-on.  
I'll run a test to see if that could be the problem.

You can also verify the number of unique workstation connections by looking at the Pervasive Monitor under Microkernel - Resources - Licenses in use.

You can actually see the IP address of each user in the Active Users window.  
 
As an aside, Pervasive 2000i counts IP addresses to see how many users it has. This is kind of funny, since it will allow multiple users on a terminal server to use the same Pervasive license. We have a bunch of thin client on the Production floor using RDP.  I can look at my user count and see 25 Evo licenses in use while only 20 or 21 Pervasive licenses are being used.  Cool
 
This has probably been fixed in more recent versions.

MicroKernal Users (#1) is no good as an indicator because Evo can spawn several processes per user.
 
The place Lynn said to look (#3) is the Pervasive licenses in use. We use Pervasive licenses with other programs (e.g. a label printing app, a Corrective Actions app, Excel, Evo2Web), but also have the RDP glitch, so that is not a good indicator for us. In your case, since you have nothing else but Evo using PSQL, it looks like the 17th Pervasive license is you trying to log in.
 
Selected File Handles for USERS.B (#2) should be your real number as far as Evo is concerned... one thing that I didn't know was how this would look if you also have DBA users logged in, so I tried it and it works the same.
 
Your actual usage should be 16, so if this is real time data, which it looks to be, I have no idea why that 17th user can't log in  undecided

Thanks Colin. It seems that we cannot have more than 16 users in at a time.  I was able to replicate the issue on a couple occasions today. As soon as we hit 16 users, we get the message about needed more licenses. A couple years back we converted DC seats to regular seats, I wonder if the file updated correctly. I'll have to ask Lynn for a new file to see what happens.
 
BTW we do not have any one using the old DBA.  
 
Also off topic: The licensing message has a typo in it.
