This is a new file for tracking changes to work orders that was added with the latest update.  The update process didn't create it for some reason.  Not having it really won't hurt anything; the change data won't be saved but you never had it before so you aren't losing anything.
 
To see what (if any) other files may have issues, go to UT-A, program T7DDCHECK (Evo-ERP) or DDCHECK (DBA Classic) and look at the report that is generated to see what errors may exist and the appropriate action to take to correct them.
